Honestly the best reward I got from the dlc was getting to hear torgue dialogue and the chance to buy a kerblaster from one of the machines but other than that it was underwhelming. Lvl on most locations doesn't scale, same with TVHM. Torgue wendors can give you higher level UH. Though, Harold isn't that necessary in early game. You may be lucky and get a higher level one from a loot midget or chest, but Savage Lee will only drop low level ones.
