Oct 8, 2013 · 58 posts · Joined 2012. #24 · Oct 9, 2013. fuel pump will be relay controlled which the ecm turns on, there is a couple second prime when key is turned on and once an rpm signal is sent to ecm fuel pump runs constantly. it's likely you have a poor ground to ecm, just need to rule that out first then go from there.
